Project Engineering Consultancy & Research Pvt. Ltd. (PRECAR) is a service-oriented consulting firm, equipped with resourceful individual professionals representing a broad spectrum of expertise. It was registered by the first chief engineer of Department of Irrigation as a proprietorship firm in the Department of Industries in 1977 with its limited scope of services in civil engineering only. In 2005, the firm was converted to a private limited one with widened scope of services in other branches of engineering and various development related field.
Well-experienced engineers from various fields form this private-limited firm. It is backed by a panel of highly experienced and qualified resource persons. PRECAR has full capability to provide all types of consulting services in the field of engineering, management, environment, social development etc. The company has been making best efforts to achieve sustainability of the projects by involving the stakeholders in all stages of the project development. The application of innovative ideas and techniques by encouraging its personnel to keep pace with the present day’s achievements of science in research work in the related fields around the world is one of the guiding principles of the firm.
The firm was involved in all types of feasibility work before the decade. For last ten years before 2005, it was virtually in dormant condition. No significant work was done during these periods. But it has now come up with full strengths and capabilities to change the direction of present development pattern and ways particularly in the field of irrigation and in other fields of engineering such as river training, hydropower, road, water supply and sanitation, water induced disaster hazard mapping, drainage, waste management, soil conservation etc.

The company is operated by a board consisting of nine Directors, who are well experienced and qualified engineers and specialists in various disciplines. The board of directors fixes overall policies, strategies, priorities and modus operandi of the company. The company has a competent strength of in house 14 full time professional staffs, who are experts in various field of specialization. They are supported by an adequate technical and administrative support staffs. The company also consists of 42 staffs on contract in various disciplines.
